DENVER (AP) ? Attorney Jack Ebel testified before the Colorado Legislature two years ago that solitary confinement in a Colorado prison was destroying the psyche of his son, Evan.
When Jack Ebel's longtime friend, Gov. John Hickenlooper, was interviewing a Missouri corrections official for the top prisons job in Colorado, he mentioned the case as an example of why the prison system needed reform. And once Tom Clements came to Colorado, he eased the use of solitary confinement and tried to make it easier for people housed there to re-enter society.
Now authorities are investigating whether Evan Spencer Ebel, who was paroled in January, is linked to the assassination of Clements, who was shot and killed Tuesday night when he answered the front door of his house in a rural neighborhood.
The bullet casings from that shooting are the same type as those found at the site of a bloody gun battle Thursday between Evan Ebel and Texas law enforcement officers that ended with Ebel being shot and killed, according to court records.
The car Ebel drove matched the description of the one spotted outside Clements' house on the night of the prison director's death. Authorities also found a Domino's pizza delivery box in the trunk and a jacket or shirt from the pizza chain. Denver police say Ebel is now a suspect in the Sunday slaying of pizza delivery man Nathan Leon.
Hickenlooper confirmed his relationship with Jack Ebel to The Denver Post and KUSA-TV Friday evening and then in a written statement Friday night. State records show Ebel donated $1,050 to the governor's 2010 campaign. But there's no indication that Hickenlooper's relationship with the Ebels played a role in the shooting.
Hickenlooper denied having any role in Evan Ebel's parole.
"Although Jack loved his son, he never asked me to intervene on his behalf and I never asked for any special treatment for his son," Hickenlooper's written statement said.
State prisons spokeswoman Alison Morgan said Evan Ebel was paroled Jan. 28 as part of a mandatory process after serving his full prison term. He had most recently been sentenced to four years for punching a prison guard in 2008, according to state records.
Hickenlooper said he never mentioned Ebel's name to Clements or anyone else connected with the prisons system. He said he only heard about the role of his friend's son Thursday night.
"I didn't know Evan was out," the governor told The Denver Post and KUSA, adding that he called Jack Ebel after being told of the connection. "He was distraught, he was devastated. I've never heard him so upset, and he's had some hard things in his life."
Lt. Jeff Kramer of the El Paso County sheriff's office said Friday evening that he was unaware of the relationship between Hickenlooper and Ebel's father.
Jack Ebel did not return multiple phone calls seeking comment.
A federal law enforcement official said Ebel was a member of a white supremacist prison gang, the 211s. The official wasn't authorized to discuss the investigation publicly and spoke on condition of anonymity.
Colorado officials wouldn't confirm Ebel's membership but placed state prisons on lockdown Friday afternoon.
"There's been an inordinate amount of media attention on one threat group, and that has required additional security measures," Morgan said. The corrections department also was preparing for a Monday memorial service for Clements, she said.
The 211 gang is one of the most vicious white supremacist groups operating in the nation's prisons, comparable to the Aryan Brotherhood of Texas, according to the Southern Poverty Law Center, which tracks extremist groups.
Founded in 1995 to protect white prisoners from attacks, it operates only in Colorado and has anywhere from between a couple hundred to 1,000 members, senior fellow Mark Potok said Friday.
Legal records show Ebel was convicted of several crimes in Colorado dating back to 2003.
Scott Robinson, a criminal defense attorney and media legal analyst, represented Ebel in 2003 and 2004. He said Ebel had been sentenced to a halfway house for a robbery charge in 2003 before he was accused in two additional robbery cases the following year that garnered prison sentences of three and eight years.
"I thought he was a young man who was redeemable, otherwise I wouldn't have taken the case," Robinson said, saying he didn't recall the details of the case.
Robinson said he knew Ebel before he got in trouble. He said Ebel had a younger sister who died in a car accident years ago.
Vicky Bankey said Ebel was in his teens when she lived across from him in suburban Denver until his father moved a couple of years ago. She remembers seeing Ebel once jump off the roof of his house. "He was a handful. I'd see him do some pretty crazy things," she said.
"He had a hair-trigger temper as a kid. But his dad was so nice," Bankey said.
Hickenlooper agreed that Evan Ebel had "a bad streak" that his parents had tried to correct.
"The events of the past few days have been devastating for all involved," he said in the written statement. "I am in shock and disbelief about how everything seems connected in this case. It makes no sense. Tom's death at the hands of someone hell-bent on causing evil was tragic in every way. It also now appears Tom's killer may have had another victim. Our hearts and prayers are with Nathan Leon's family as well."

WASHINGTON (AP) ? The Republican-controlled House passed a tea party-flavored budget plan Thursday that promises sharp cuts in safety-net programs for the poor and a clampdown on domestic agencies, in sharp contrast to less austere plans favored by President Barack Obama and his Democratic allies.
The measure, similar to previous plans offered by Budget Committee Chairman Paul Ryan, R-Wis., demonstrates that it's possible, at least mathematically, to balance the budget within a decade without raising taxes.
But its deep cuts to programs for the poor like Medicaid and food stamps and its promise to abolish so-called "Obamacare" are nonstarters with the president, who won re-election while campaigning against Ryan's prior budgets. It passed on a mostly party-line 221-207 vote.
The House measure advanced as the Democratic Senate debated its first budget since the 2009 plan that helped Obama pass his health care law.
The dueling House and Senate budget plans are anchored on opposite ends of the ideological spectrum in Washington, appealing to core partisans in the warring parties that are gridlocked over persistent budget deficits. Obama is exploring the chances of forging a middle path that blends new taxes and modest curbs to government benefit programs.
"The president has an opportunity during this critical debate to come forward and to help make this part of his legacy, like it has become part of the Clinton legacy: working together on behalf of the American people to solve what we know is a crisis in our country," said House Speaker John Boehner, R-Ohio. He was referring to President Bill Clinton's success in working with a GOP Congress to generate budget surpluses over 1998-2001. "We can't continue to spend money that we don't have," Boehner said.
The sharp contrast over the 2014 budget and beyond came as the House cleared away last year's unfinished budget business ? a sweeping, government-wide funding bill to keep Cabinet agencies running through the 2013 budget year, which ends Sept. 30.
The House passed the bipartisan 2013 measure by a sweeping 318-109 vote. The Senate had approved the measure on Wednesday after easing cuts that threatened intermittent closures of meat packing plants starting this summer and reviving college tuition grants for active-duty members of the military. The cuts were mandated by automatic spending cuts that took effect at the beginning of the month.
Looking to the future, Democrats and Republicans staked out divergent positions over what to do about spiraling federal health care costs and whether to raise taxes to rein in still-steep government deficits.
The long-term GOP budget plan authored by Ryan, the party's failed vice presidential nominee, offers slashing cuts to domestic agencies, the Medicaid health care plan for the poor and "Obamacare" subsidies while exempting the Pentagon and Social Security beneficiaries. The measure proposes shifting programs like Medicaid to the states but is sometimes scant on details about the very cuts it promises.
The Ryan measure revives a controversial plan to turn the Medicare programs for the elderly into a voucher-like system ? for future beneficiaries born in 1959 or later ? a program in which the government would subsidize the purchase of health insurance instead of directly paying hospital and doctor bills. Critics say the idea would mean ever-spiraling out-of-pocket costs for care, but Ryan insists the plan would inject competition into a broken system.
"This is an uncompromising, ideological approach to our budget issues," said top Budget Committee Democrat Chris Van Hollen of Maryland. The American people voted, and they resoundingly rejected the approach that is now taken, once again, for the third year in a row, in this Republican budget."
The cuts to domestic agencies like the FBI, Border Patrol and National Institutes of Health could approach 20 percent when compared with levels agreed to as part of a hard-fought budget deal from the summer of 2011. That could run the already troubled appropriations process ? it features 12 spending bills that are supposed to be passed by Congress each year ? into the ground.
Fresh from passing the 2013 wrap-up measure, the Senate was turning to a plan by new Budget Committee Chairman Patty Murray, D-Wash., that would add nearly $1 trillion in new taxes over the coming decade in an attempt to stabilize the $16 trillion-plus national debt. But Murray's plan would actually increase government spending after the $1.2 trillion cost of repealing the automatic cuts, called a sequester in Washington-speak. That means the net cuts to the deficit would amount to just a few hundred billion dollars in a federal budget estimated at $46 trillion or so over the coming decade.
"We need to tackle our deficit and debt fairly and responsibly," Murray said. "We need to keep the promises we've made as a nation to our seniors, our families and our communities."
At issue is the arcane process by which Congress approves a budget. It involves special legislation, called a budget resolution, that sets nonbinding targets for taxes and spending but relies on follow-up legislation to go into effect.

Stocks finished in negative territory Thursday, dragged by techs, amid ongoing concerns over Cyprus' ability to get a bailout.
In the latest development, the Governor of the Central Bank of Cyprus put out a statement to outline a plan to save the nation's struggling banking system and wants an immediate vote on it by the country's House of Representatives. The plan includes protecting bank accounts under 100,000 euros.

Market reaction was muted, however, with major averages continuing to trade in negative territory.
The Dow Jones Industrial Average finished in negative territory, led by Cisco and IBM. The blue-chip index tumbled more than 120 points at session lows.
The S&P 500 and the Nasdaq also closed in the red. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, jumped above 13.
Most key S&P sectors ended lower, led by techs and materials. Telecoms eked out a small gain.
"It looks like the rally's gotten tired?we've been up 13 in the last 16 weeks so we may be due for a pullback," said Jeff Kleintop, Chief Market Strategist for LPL Financial. "In the last few years, late March and early April's been a time when the market tends to peak and sees a 5 to 10 percent pullback. But we'll see a bounce after that, so individual investors can use this market to their advantage and look to buy on the dips."
In Europe, the ECB told Cyprus it has until next Monday to agree to a bailout plan, threatening to cut off funding to the nation's cash-strapped banks. Earlier this week, Cypriot lawmakers voted against a levy on bank deposits. Banks will remain closed until next Tuesday and Cyprus is considering some form of capital controls to prevent capital flight once they re-open. The country's stock exchange will also be closed on both Thursday and Friday.
Meanwhile, troubled Cyprus Popular Bank imposed a 260-euro-per-day limit on ATM withdrawals in an effort to deal with high demand. Anxious customers formed long lines at ATM machines to withdraw funds amid rumors that the bank was to be closed down, later denied by the central bank.

The head of the Eurogroup of finance ministers Jeroen Dijsselbloem, told CNBC that while he was confident an agreement could be found over Cyprus, Russia might not be the source of the aid.
Adding to woes in Europe, business activity in Germany slowed in March. European shares finished lower.
"We're seeing the core economies of Europe like France and Germany, which had been growing for years despite the peripheral countries, all in recession now. The economic malaise in Europe is expected to continue," warned Kleintop. "Cyprus is the least of Europe's problems right now."
Among earnings, Oracle slumped nearly 10 percent, its biggest drop in 15 months, after the software company reported earnings and revenue that missed forecasts as software sales and subscriptions dropped 2 percent compared to the company's estimates for a gain of 3 to 13 percent. At least three brokerages slashed their price target on the company.

Lululemon posted a profit that topped expectations, but the yogawear maker said it expects earnings to decline in the current quarter due to the see-through yoga pants recall earlier this week.
KB Home gained after the homebuilder posted a narrower-than-expected loss and a gain in new home orders.
Nike and Micron are expected to post earnings after the closing bell.

Among techs, Hewlett-Packard boosted its quarterly dividend by 10 percent to 14.52 cents a share. The news came a day after HP's board members were re-elected, but shareholders remained disappointment over the company's $11 billion purchase of British software firm Autonomy.
Cisco slumped after FBR Capital cut its rating on the networking equipment maker to "underperform" from "market perform" and lowered its price target to $17 from $22.
Meanwhile, Yahoo bucked the negative trend after Oppenheimer boosted its rating on the company to "outperform" from "perform" and lifted its price target to $27 from $22.
On the economic front, weekly jobless claims rose to a seasonally adjusted 336,000, according to the Labor Department, while a trend reading dropped to its lowest in five years, signaling an ongoing recovery in the labor market.
Meanwhile, existing home sales climbed to an annual rate of 4.98 million in February, hitting a three-year high, according to the National Association of Realtors. Still, the reading was slightly below Reuters' estimates of a rise to a 5 million-unit rate.

"Housing is going to remain very positive for the markets," said Kleintop, adding that homebuilders should perform well over the next few months as a result.
Also on the economic front, leading indicators gained for a third month, according to the Conference Board. And factory activity in the mid-Atlantic region grew in March after contracting for two months, according to the Philadelphia Federal Reserve Bank.
In Washington, the U.S. House passed a bill to extend government funding through September, avoiding a shutdown at the end of the month.
